After the Geneva Accord of 1962, which declared Laos’ neutrality, the North
Vietnamese Army violated the accord by stationing troops in Laos. In order to
stop the North Vietnamese Army, and not violate the Geneva Accord, the United States used the CIA to recruit the Hmong people of Laos to
fight against the North Vietnamese. The diplomatic negotiation between the CIA and the Hmong was quick and simple, but in the end, the United States failed to live up to
their words and the Hmong people paid a huge price.
